Zone Franche organizes its next Network Meeting all day on Wednesday, December 12 in collaboration with the Cité internationale des arts and the Famdt.

 

TOPIC
"The circulation of foreign artists in France and Europe: from the path of the fighter to the paths of cooperation"

 

The reception of foreign professional artists in France and Europe is a theme that is at the crossroads of several issues. First of all, it is an essential element in the construction of a cultural policy geared towards diversity, aware of a happy creolity and open to exchange. The difficulties of access to European territories encountered by some are a negative message sent to the rest of the world, foreign artists being privileged ambassadors for intercultural exchange. A hazardous artistic mobility in France, as with our neighbours, represents a questioning of both the attractiveness of a territory and its influence. Moreover, since France acts as one of the major cultural platforms essential for world music in particular, the circulation of foreign artists acts as an economic and development lever and revitalizes emerging scenes around the world. In the current context of tighter conditions for the movement of foreign artists, particularly those from countries of the South, the withdrawal of some of our societies' identities and a new political and cultural agenda for Europe, the question of artistic mobility is now acute. The questions and expectations of professionals on the subject are numerous, the need for exchanges to think better and act together, particularly significant. In order to provide elements of understanding and reflection on the subject, we propose a Network Meeting of an exceptional format, with a morning in the form of workshops (European mechanisms & visas) and a plenary afternoon, more particularly focused on welcoming African artists.

9:30am: Coffee reception

 

10-11:15am : Workshop 1 / Deciphering European mechanisms*
Presentation of the new cooperation programmes (Music Moves Europe, Creative Europe, Erasmus) and territorial development projects (ERDF, ESF, EAFRD). How to participate in certain schemes and what are the challenges for the sector?

11:30am-12:45pm: Workshop 2 / Visa itinerary*
Presentation of the main procedures and modalities to be followed to obtain a professional visa for foreign artists. Reminder of the tools and resources available, (Mobiculture, Artists' Visa Committee).

2:30-4:30pm: Plenary / The circulation of African artists in France and Europe
As we approach the European elections (May 2019) and the African Cultural Season in France (Africa 2020, from June to December 2020), we wish to question the freedom of work and movement of African artists on our territory and that of our European neighbours. More generally, this reflection also questions the place and recognition that we wish to give, in France and Europe, to African creation, in all its diversity, all its vitality. The exchanges will also focus on our ability to welcome these artists in a concrete way and our collective ability to invent new areas of cooperation in order to respond, with strength and commitment, to the formidable gathering of the young African scene on our old continent.
